Dark Council

The Dark Council is an assembly of leaders who have been personally chosen by the Grand Master to assist within the administration of the Dark Brotherhood. The Council, alone, is a small yet powerful body which has the responsibility of providing the membership at large a wide variety of services. Some of these services include maintenance of the roster and standards of promotion/award, training of membership, provision of website resources, management of a well-balanced roleplaying system, creation of graphical assets. Led by the Grand Master and his Deputy, Grand Master the Dark Council oversees the stability of the Clans and the creation of competitions and other events in which the membership may participate.

Leading such a complex organization, however, is no small task. In response to this, a larger body of assistants has been created called the Dark Summit. The Dark Summit not only includes the classic assistants like Praetor and Magistrate (described below) but also encompasses judicial assistants, Clan leaders, society leaders, and other important leaders called "Tribunes." As a whole this body helps to make important decisions about policies and procedures within the Brotherhood while maintaining the smooth administration and leadership of the entire organization.

The Dark Council



The Dark Council
 
They are the most senior officials in the Dark Brotherhood.
The Dark Council directs a large body of assistants and oversees many services and activities.

Grand Master (GM)The Grand Master has far reaching administrative responsibilities that cover nearly all aspects of the Dark Brotherhood. With the future interest of the organization in mind, he both leads the membership as a whole and directs the policies and hierarchy of the Brotherhood. This leader’s far-reaching perspective allows him to consider all of the seemingly disparate services, hierarchies, and other facets of the club when making decisions. His oversight unifies these different areas into one whole which we call the Dark Brotherhood. This tremendous responsibility is given to one talented individual and comes with widespread powers. He is in command of the entire Brotherhood. His general duties include:

Deputy Grand Master (DGM)—The Deputy Grand Master has responsibilities and authority only second to the Grand Master. Operating under the auspices of the Brotherhood’s leader, the Deputy Grand Master often finds himself assisting through a variety of roles in nearly every aspect of the Dark Brotherhood. He assists the Grand Master in establishing policy and hierarchy, providing for the future of the organization. The Deputy Grand Master is important for the oversight of both the Dark Council and Clans alike, adding perspective to that of the Grand Master. Beyond his executive responsibilities to the Grand Master, however, the Deputy Grand has been given several important tasks on his own, such as the development and administration of Vendetta events. The Deputy Grand Master is often next in line for the Iron Throne, but his first line of duty is as a friend and advisor to the Grand Master. His general duties include:

  • Assists the Grand Master in all projects and initiatives
  • Administration of the Dark Council, Societies, Clans, and Auxiliary Staff (Tribunes)
  • Assists in fictional development (Dark Voice, spoils of war, storyline, etc.)
  • Revision/Creation/Approval of Dark Brotherhood documents, including the Dark Covenant, Leadership Manuals, Official Policies, and other membership guides.
  • Provides member services, including competition/gaming oversight, frequent communication with the membership
  • Vendetta development and administration

Master at Arms (MAA)—The Master at Arms is the chief administrative officer of the Dark Council. With responsibilities that govern member and position administration throughout the Brotherhood, an active Master at Arms has a wide affect on the progress of the club. The primary responsibility of the Master at Arms is to enforce the standards and procedures for requests and changes within the Brotherhood. Among these are requests for promotions, medals, transfers, appointments, and removals. The Master at Arms also carries large responsibilities in ensuring the correct administration of competitions. He approves and watches over competitions, ensuring that there is parity between reward and effort. The Master at Arms is the first contact for new members of the Brotherhood – even before the Headmaster. He makes sure that members receive their activation emails and regularly watches for infringements in family and name policies. His general duties include:

  • Administration of Promotions and Medals
  • Approval and processing of transfer requests, appointments and removals
  • Oversight of member and family names in conjunction with the Herald
  • Administration of Competitions
  • Development and maintenance of standards covering all aspects of his office

Herald (HRLD)Herald is both an administrative and architectural position. The day-to-day affairs of the Herald involve the development of Warbanners, Lightsabers, and Robes for members as they achieve the appropriate ranks. This important function allows members to gain some level of control over their own characters. However, the more important aspect of the Herald’s position comes in his work on graphics throughout the Brotherhood. The Herald is the Brotherhood’s prime image consultant and his work reaches to the very foundation of this club; without the images we see on our websites and within our documents, the Brotherhood lacks any luster. He works constantly to keep the Brotherhood graphics up-to-date and standard-driven. His work is often behind-the-scenes, but it is seen daily. His general duties include:

  • Creation and updates to member Warbanners
  • Creation and updates to member Lightsabers
  • Creation and updates to member Robes
  • Joint work with the Master at Arms in the administration of families
  • Creation and updates to all Brotherhood graphics

Headmaster (HM)—There are very few roles in which the success of the Councilor can have an astounding impact on the Brotherhood. Headmaster is one such role. Responsible for all new member affairs, the Headmaster’s activity is essential in keeping the lifeblood of the Brotherhood flowing. He is primarily in charge of the Knight Commander of the Brotherhood and Society of Envoys and ensures that new members are properly welcomed into the organization. The Headmaster works with the Master at Arms to ensure the proper elevation of members within Clans so as to retain the maximum number of active members possible. Beyond this, the Headmaster is in charge of the continuing education of regular members. He develops and keeps the Shadow Academy as a center for learning covering both fictional and practical subjects. The Headmaster trains and keeps the largest of any Dark Council staff. His general duties include:

Lord Hegemon (LH)—The Lord Hegemon is tasked with the development and maintenance of the role-playing aspects of the Brotherhood. Lord Hegemon is a truly unique position in that it initially focuses on development and then shifts towards administration. The Lord Hegemon works with the complex role-playing system, developing a character system that gives due weight to awards, rank, position and time served. The Lord Hegemon ensures balance in this system and works with the Grand Master and Seneschal to make it as real and manageable as possible. Within this system, the Lord Hegemon is responsible for developing lists and statistics for items, including weapons, clothing, ships and other military vehicles. The Lord Hegemon is solely responsible for the development of legal races. Finally, the Lord Hegemon works with the other Dark Council members and the Clans in the proper oversight of the Brotherhood powers, Clan powers, school powers and order powers. His general duties include:

  • Responsible for the development and administration of the Brotherhood role-playing system
  • Develops and maintains all potential possessions and ensures a proper balance is achieved
  • Assists members in the development and approval of races and keeps a public list of legal race choices
  • Coordinates and balances the development of force powers
  • Responsible for the Writer's Corner

Seneschal (SCL)—Outside of the positions of Grand Master and Deputy Grand Master, Seneschal is the most overwhelming position in the Brotherhood. The primary caretaker and developer of all Brotherhood technology, this position has a list of duties that is long and a set of projects that never ends. The primary purpose of this position is to ensure that the main Brotherhood website is up and running. The Seneschal works to add new features to the site and actively strives to document and improve the code that is already used. Outside of this, the Seneschal is often called upon to assist in building websites for smaller units and for special events like Vendettas. This Councillor helps the Grand Master in the administration of access to the Brotherhood server and works to keep the files there safe and free from corruption. The Seneschal also works to maintain the Brotherhood’s communication channels. He is charged with improving and updating the Brotherhood's IRC system and the Brotherhood message forum. The position of Seneschal can be intense and many times members will not understand the amount of effort that goes into his tasks. The position is rewarding, however, as the holder can single-handedly change the Brotherhood for the better. His general duties include:

  • Responsible for development, maintenance and improvment of the main Brotherhood website
  • Assists in the development of Clan, House, Battleteam and special event websites
  • Ensures access is granted to those who need to be able to get to the Brotherhood servers
  • Enforces security protocols and maintains the integrity of the database
  • Ensures the proper administration and maintenance of the IRC bots and message boards

Justicar (JST)—The Justicar is charged with minimizing internal strife and works to maintain stability within the Dark Brotherhood. The Justicar serves primarily as the chief judicial officer of the Brotherhood. He is the interpreter of the Dark Covenant and upholds the laws and regulations of the Dark Brotherhood. He has authority to administer justice as it pertains to those laws and conduct investigations as needed to keep the peace. It is important that the Justicar is a long-standing member who carries little bias, as he will often be placed in a neutral role within cases. He works constantly with the Grand Master to mitigate problems and damages as issues arise. The Justicar is charged with ensuring the proper function of the entire Chamber of Justice.

  • Interprets the Dark Covenant and Dark Brotherhood rules and regulations
  • Directs administration of justice, mitigates problems
  • Coordinates between the Grand Master and the Chamber of Justice
  • Oversees all operations of the Chamber of Justice


Council Assistants
 
Senior members, they are assistants of Dark Councillors.
They are delegated important tasks of leadership and administration.

Praetors (P:)—The position of Praetor is a full-time assistantship to a Dark Council member. A Praetor is often responsible for a sizable portion of the duties associated with his office and is often able to carry the authority and speak with the voice of his Councilor. The workload of a Praetor is assumed to be sufficiently intense. Most often, it is so intense that the Praetor chooses to forgo other positions of significant responsibility elsewhere within the Dark Brotherhood. Each Praetor operates under very unique conditions and a Praetor's job description may easily vary with time. However, the following are some common characteristics of Praetors:

  • Prior to choosing a Praetor, the Dark Council member must draft a proposal for the Grand Master that outlines the duties of the Praetor and expresses why there is a need.
  • Praetor appointments must be confirmed by the Grand Master.
  • Traditionally, a Praetor is selected from a group of Magistrates who have served the Councilor with distinction and have performed an admirable degree of work. Such evidence is brought to the Grand Master during the selection process.
  • The appointment of a Praetor should not be taken lightly. Not all Councilors will require Praetors.
  • Praetors are trained in the functions of their Councilor’s office and are expected to achieve equal competence in their assigned duties.
  • Praetors are often drafted as future replacements to their current Councilmen; however, notable exceptions include Praetors to the Grand Master or Deputy Grand Master.
  • Praetors are strongly encouraged not to hold a position of significant responsibility elsewhere within the Brotherhood. Those who also hold a position higher than Aedile must demonstrate to the Dark Councilor and Grand Master that they can handle both responsibilities. A Praetor carrying two jobs will be forced to choose between them when their activity dwindles.
  • Praetors are most often experienced leaders.
  • Praetors will be responsible for reporting to the Grand Master via Internal Reports either through their Dark Councilor or on their own.

Magistrate (M:)—The position of Magistrate is a part-time assistantship to a Dark Councillor. The position of Magistrate is available on an unlimited basis for the use of Dark Council members. Dark Council members are encouraged to treat the Magistrate position as their administrative unit that helps in day-to-day tasks that are too small for a single person to consider a full-time job. Should the Dark Councillor appoint a Praetor, they must also make sure that their Magistrates still have sufficient work.


Chamber of Justice
 
The Justicar and his assistants operate independently from the rest of the Council.
Impartial leaders of justice, they defend and interpret the Dark Covenant.

Justicar (JST)—The Justicar is charged with minimizing internal strife and works to maintain stability within the Dark Brotherhood. Right Hand of Justice (RHoJ)—The Right Hand of Justice is a member of the Chamber of Justice and serves at the discretion of the Justicar. The Right Hand is charged with upholding the laws of the Covenant and the Brotherhood's rules and regulations. Specifically, the Right Hand of Justice is the chief investigator into claims. He often serves as the prosecution in cases against members, drawing up charges and ensuring that all evidence is accounted for within the case. The Right Hand works closely with the accuser to determine what sort of case should be brought before the court.

  • Enforces the Dark Covenant and Dark Brotherhood rules and regulations
  • Assists with the administration of justice and mitigation of problems
  • Works as chief investigator and prosecutor

Left Hand of Justice (LHoJ)—The Left Hand of Justice is a member of the Chamber of Justice and serves at the discretion of the Justicar. The Left Hand is charged with upholding the laws of the Covenant and the Brotherhood's rules and regulations. Specifically, the Left Hand of Justice is the counter-weight to the Right Hand's prosecution efforts. He serves as defense counsel and ensures that members have proper knowledge of their rights. He works with the Right Hand of Justice to gain a full discovery of evidence and helps establish a case in defense of the accused.

  • Enforces the Dark Covenant and Dark Brotherhood rules and regulations
  • Assists with the administration of justice and mitigation of problems
  • Works as chief defense counsel


Society Leaders
 
These leaders are responsible for the maintenance and development of a society.
Societies provide the membership with unique opportunities indepdendent from their Clan experiences.

Combat Master (CM)—The Combat Master is solely responsible for the Antei Combat Centre. The Combat Centre has established itself as one of the absolute core activities that members participate in. The Combat Master is charged with the development and administration of the Centre. He works with the various Dark Council offices to ensure that the Centre is running according to the rules of the Brotherhood. He also hires, trains and keeps a full staff of members to help with various administrative tasks in the Centre. The Combat Master regularly assists the Dark Council and Clans by allowing them to run competitions in the Centre. The position itself is situated as a Society Leader, not on the Dark Council. The Combat Master reports directly to the Grand Master and Deputy Grand Master. His general duties include:

  • Responsible for development, maintenance and improvement of the Antei Combat Centre documents and facilities
  • Assists in the development of Dark Council, Clan, House, and Battleteam competitions using the Centre
  • Ensures proper administration of the Centre by training and overseeing a competent staff.
  • Works with the Lord Hegemon in the development and approval of Character Sheets

Knight Commander of the Brotherhood (KCB)—The Knight Commander of the Brotherhood is the leader of the Society of Envoys and the principle individual tasked with the education and retention of new members. Reporting directly to the Headmaster, the Knight Commander has an essential role in keeping Envoys on task and making sure new members are welcomed properly. He also works with the various Clans and Dark Council members to ensure the successful preparation of new members. The Knight Commander helps to put the Brotherhood’s membership numbers in perspective through statistical analysis, finding problem areas and working to correct them. He is the central figure in the appointment and training of all Envoys. His general duties include:

Commander of the Guard (CoG)—The Commander of the Guard is solely responsible for the Grand Master’s Royal Guard. The leader of this elite group of members, the Commander of the Guard works to ensure that there is activity and opportunity for advancement for Guard members. He decides on the conditions for membership and oversees the activity of each elite group to ensure that the Guard lives up to its high standards. His general duties include:


Tribunes
 
Tribunes have great adminstrative responsibility in their unique facet of the Brotherhood.
Reporting directly to the GM and DGM, Tribunes provide services for members.

Gaming Tribune (TRB:GAME)—The Gaming Tribune is responsible for very crucial elements of Brotherhood gaming. Although sparse updates to it are needed, the Gaming Tribune is responsible for the Rites of Combat and helps the Dark Council establish fair rules for gaming. The Gaming Tribune's weekly work involves the tournament system, in which he helps to host the Tuesday, Thursday and Sunday events and tracks the results for all of the Brotherhood. The Gaming Tribune administers the point system that is temporarily in place until the credit system is released. He also works to help administrate Brotherhood gaming servers. His general duties include:

  • Administration of the Gaming nights and Sunday Tournament
  • Tracks point accumulation and possession purchases
  • Maintains the Rites of Combat
  • Assists in the maintenance and administration of Gaming Servers
  • Assists members with issues and conflicts involving Gaming

ICTE Tribune (TRB:ICTE)—Much like the Gaming Tribune, the ICTE Tribune commands a position that requires weekly administration of a gaming competition. The Inter-club Training Event is at the forefront of Brotherhood activity. It is especially important in that it is the only regular event that is conducted between all of the Brotherhood’s allies. It is the job of the ICTE Tribune to ensure the success of the weekly event and communicate the results weekly. His general duties include:

Dark Voice Tribune (TRB:DV)—The Dark Voice Tribune is primarily responsible for the development and timely release of the Dark Voice Newsletter. The Newsletter has been established as a primary driving force behind the Brotherhood’s storyline, and the Dark Voice Tribune must work with the Dark Council to ensure that the newsletter keeps the storyline moving. The Tribune is in charge of all standards and guidelines used for determining what will find its way into the Dark Voice. Furthermore, he will regularly assist writers in bringing their work up to par with these standards. The Dark Voice Tribune ensures quality control and acts as the primary editor of the newsletter. His general duties include:

  • Responsible for development and publishing of the Dark Voice Newsletter
  • Assists in the development of the Brotherhood storyline as it fits into the Dark Voice
  • Development and maintenance of all standards for submission to the Dark Voice
  • Works with submitters to ensure that standards are met

Star Wars Galaxies Tribune (TRB:SWG)—Star Wars Galaxies is an important game for the Brotherhood – it helps with general activity and recruitment in ways that other games can’t. Although it is often hard to quantify and reward Galaxies players, it is important to give them the structure they need to operate. The Galaxies Tribune is charged with ensuring that the structure needed for this Guild exists. He is in charge of the in-game Brotherhood and works with the Dark Council to get the support he needs to run the Guild. His general duties include:

  • Responsible for the in-game workings of the Galaxies Player Association
  • Develops and maintains Guild structure
  • Assists Clans in measuring Guild member activity
